Rationale

In September, 2018, it became obvious to many people that the leadership of schools in Wales was approaching a crisis point (see table below), where challenging our schools by the 5 different levels of accountability had far exceeded the support that those different levels were supposed to provide. We therefore set out with 3 questions:

• Is this problem unique to Wales or is it fairly standard across Europe?
• How do other countries support and challenge their schools?
• What evidence is there to demonstrate that a support model yields far better results than a challenge model?
